Notice on Discontinuation of Consular Legalization Services
On 7 November, 2023, the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (hereinafter referred to as the Convention) has entered into force between China and Pakistan. Thereafter, the public documents within the scope of the Convention issued by either China or Pakistan only require an apostille from the issuing country to be used in other country. There is no longer the need to apply for consular legalization by the Ministry of Foreign Affairs of Pakistan and the Chinese Embassy and Consulates-General in Pakistan.
To fully implement the obligation of the Convention, simplify the process of document circulation and facilitate the civil and commercial exchanges between China and Pakistan, the Chinese Embassy and Consulates-General in Pakistan will discontinue the consular legalization from 21 July, 2025. For documents issued in Pakistan and intended for use in Chinese mainland, please consult the Ministry of Foreign Affairs of Pakistan and its Camp Offices in Provincial Capitals regarding apostille application procedures.
